Federally-compliant MUTCD Flagger training

The content in this course complies with the latest (2023) version of the Manual on Uniform Traffic Control Devices (MUTCD), which is the federal standard for traffic control. 

Note that some states and other jurisdictions have additional guidelines, rules, and requirements. If you are seeking to become a flagger in Washington State, you need a separate certification—visit our Washington Flagger page for details.

Evergreen Safety Council makes no guarantee that this course satisfies the requirements for flaggers in your jurisdiction. If you are unsure, check with your supervisor or agency representative.

What will I learn in my WA Flagger class?

Our 8-hour course covers these topics:

  • The requirements for becoming a flagger
  • The agencies and regulations that govern flagging
  • The clothing and equipment that you’ll need to have on the job
  • What goes into setting up a Temporary Traffic Control (TTC) zone, including warning devices, spacing, and where a flagger fits in
  • Flagger placement and how to signal using a STOP/SLOW paddle, flashlight, or red flag
  • How to keep yourself and others safe in the work zone
  • Special situations such as flagging at intersections, roundabouts, and railroad crossing

What are the course requirements?

  • Students must be at least 18 years old
  • Students must bring a valid, government-issued photo I.D.
  • We recommend that you review this list of physical requirements that a flagger may need to meet. (Those who do not meet the requirements may still attend the class.)

How will I receive my Flagger card?

  • To receive a certification card, students must pass the open-book knowledge exam with a score of 80% or better.
  • Certifications will be processed within 5 business days. Students will receive their card in the mail.

What are the physical requirements/demands of a flagger?
  • Receive and communicate specific instructions clearly, firmly, and courteously
  • Move and maneuver quickly
  • Control signaling devices, such as paddles
  • Understand and apply safe traffic-control practices
  • Recognize dangerous traffic situations and warn workers
  • Stand for prolonged periods on uneven surfaces (up to 10 hours)
  • Traverse uneven surfaces and terrain
  • Stoop, kneel, or crouch
  • Grasp, push, or pull
  • Hear warnings
  • See dangerous situations
  • Occasionally lift and/or move up to 40 pounds
  • Receive, understand, and take positive appropriate action based on information/instructions presented verbally and/or in writing

Do I have to have a picture on my card?

No. The cards are designed to be valid with a Government issued photo ID (such as a state ID card or driver’s license).

What is the minimum age to qualify as a flagger?

Because flagging is classified as a hazardous job, flaggers must be at least 18 years old in order to receive a Flagger Certification card.

Washington and Idaho State Flagger cards are accepted in the states of Idaho, Oregon, Montana and Washington for Department of Transportation projects.
