Instructors can now fill out and submit roster forms electronically. Please download the flagger roster form below, fill out the excel file, and email it to flagger@esc.org.

Material Ordering Guidelines (current as of February 2024)

Placing your order:

  • All orders should be placed a minimum of 2 weeks prior to your class date. This allows for possible extended shipping and handling times. Any orders that need to be expedited for immediate shipment will be subject to increased shipping fees.
  • Email orders to orders@esc.org. Please include the following information:
    • Instructor name & number
    • Shipping address
    • PO# (if applicable)
    • Items and quantity that you’d like to order (ex. 50 WA Flagger books or 20 WA PEVO kits)
    • Class date or the date you need to receive the materials by
    • Payment preference (ex. “Please charge my credit card on file” – OR – “Send me an invoice with a link to pay”)



  • You will receive an invoice or receipt via email.
  • If you choose to be invoiced for your order, payment terms are Net 15. This means you have 15 days from the day the invoice is generated to pay the balance due.
  • If payment is not received within 15 days, we will put a hold on your account and will not issue your certification cards or sell you any additional materials until the outstanding balance has been paid in full.
